Traffic cameras appear to show that the trailer has spilled some of its load at Exit 205 for Minnesota 241.
Images also appeared to show the semi pulling it, was at one point uncoupled from the trailer and off the road.
The Minnesota Department of Transportation said at 11:15 a.m. that the scene is expected to take 3 hours to recover, meaning a long-time delay on the busy interstate.
Westbound I-94 traffic must exit at Hwy. 241 and use other routes.
